Silva reappointed to state water board

Gov. Arnold Schwarzenegger announced Thursday the re-appointment of Peter S. Silva to the state Water Resources Control Board.

"Peter's long history in water quality and management makes him a natural choice to continue serving the people of California as a member of the Water Resources Control Board," Schwarzenegger said in a press release.

Silva was originally appointed to the SWRCB in 2000 and serves as vice chairman. Prior to joining the board, he served as general manager of the Border Environment Cooperation Commission in Ciudad Juarez, Mexico, since 1997. Silva was appointed by President Bill Clinton to serve on the board of directors of the commission in 1994. The commission was created under the North American Free Trade Agreement to assist border communities in developing and constructing environmental infrastructure projects.

Silva was deputy director of the public water utility of the San Diego water department from 1992 to 1997, and assistant deputy director for the San Diego clean water program from 1987 to 1992. Previously, he was the resident engineer for the International Boundary and Water Commission from 1983 to 1987. He is a registered civil engineer and a member of the American Society of Civil Engineers and the American Water Works Association.

"I am grateful that Gov. Schwarzenegger has given me the opportunity to continue working to protect the quality of California's water resources," Silva said in a prepared statement.

Silva, 51, is a resident of San Diego. He holds a bachelor of science degree in civil engineering from Cal Poly Pomona. The position requires state Senate confirmation and the pay is $114,191.

Silva is a registered Democrat.

Silva is the brother of Imperial Irrigation District General Manager Jesse Silva.

Schwarzenegger also selected current SWRCB member Arthur Baggett Jr. as chairman of the board. Before joining the board in 1999, Baggett was an attorney specializing in water, environmental, business and family law. His term expires in 2007.

The state Water Resources Control Board is responsible for the preservation, enhancement and restoration of the quality of California's water resources. The board is housed in the California Environmental Protection Agency and has a budget of about $505 million and 1,475 employees.
