El Centro, Calexico eye annexing Heber

HEBER — The county’s two largest cities are making their bids to make Heber as their own.

Sandwiched between Calexico and El Centro, Heber is increasingly being seen as an asset, possibly triggering a contest over who should get the county’s fastest-growing unincorporated city.

At their Aug. 1 meeting, El Centro City Council members voted to expand the city’s sphere of influence to include a portion of Heber.

Earlier that day, a contingent of Calexico officials met with Heber to discuss possible annexation by Calexico.

Taking part in the meeting was District 1 county Supervisor Victor Carrillo, who represents Calexico, and District 2 Supervisor Larry Grogan, El Centro and Heber’s county representative.

“They (Calexico) basically presented us with what might be beneficial to us if we were to be annexed by them,” Heber Public Utility District Manager John A. Jordan said of the meeting, which was initiated by Calexico officials.

Carrillo denied the meeting was an attempt to upstage El Centro’s plans to increase its influence into Heber, scheduled to be discussed later that evening.

“I wasn’t even aware,” he said. “It was just coincidental, but this is an indication of the value Heber has.”

Indeed, Heber has two geothermal energy plants that yield about $2 million annually in tax revenue for the county, Jordan said.

The owner of the plants, Ormat Technologies, is constructing an additional plant, Ormat manager Charlene Wardlow said

Also, there are prospects of developing an outlet mall in Heber, although no plans have been finalized, Jordan said.

But with all the attention on Heber lately, Diahna Garcia-Ruiz, a board member of the Heber Public Utilities District said she did not believe Heber will see the effects of any tax revenue generated in Heber if annexed by either city.

“They will keep it and leave us the way we are,” she said.

Calexico and El Centro officials were less explicit in explaining their motivations for acquisitioning Heber, saying it would be a natural step of expansion.

Citing, “familial, cultural and linguistic” relations, Carrillo said annexing Heber would be a “natural tie-in.”

“It’s their decision but they are more than welcome to join the city of Calexico,” said Calexico Council Member Carmen Durazo.

El Centro City Councilwoman Sedalia L Sanders also claimed a natural link to Heber.

“Heber already seems to have some kinship with El Centro because Heber’s children go to Southwest High School in El Centro,” she said.

“If they were going to look at Calexico, I would assume that that would include a complete revamping of the school district,” she said.

But, all city and county officials stressed that ultimately Heber’s residents would decide their future.

“One of the things I wanted to make sure at the meeting was not to try and decide the future and destiny of Heber,” Carrillo said.

“It would still have to go back to Heber residents to see what they would decide.”

" Soy residente de Heber, y considero que tenemos casidad de decidir por nuestra comunidad y deseamos lo mejor para nuestros hijos. Pero lo primero que debemos a ser es de elejir mejores representantes en Heber Public Utility y en el condado, porque estos lideres actuales no tienen un liderasgo que demuestre la representatividad a nuestra entidad. Por mucho tiempo no hemos visto mejoria en nuesrta comunidad. Todo cambio a partir de las nuevas viviendas que se construyeron en Heber y ahun no hemos visto claro en esat area; se generaron bastantes impuestos sobre el valor de estas casas, en donde estan, ke han hecho con nuestro dinero. " This is not an issue of wants or taking on more problems. Annexation will benefit Heber if the terms for annexation are done properly. Either El Centro or Calexico have similar interests in Heber, and I feel would do an excellent job with meeting the needs of Heber residents. The financial benefits to either city are no secret so we should no why they are interested, the point here is we can no longer be wary of growth and worried about traffic. The Valley is growing and has grown we need the help of these bigger cities to keep up with the infrastructure needed to alleviate the traffic congestion. Its not that our roads are poorly planned its just that we have not kept up with the growth. Its time to move forward. Lets continue to attract Casinos and Malls, afterall these provide jobs. Lets move forward, and not hesitate. "

" I have no comment on which city is better (El Centro or Calexico). I will comment on why Heber should or should not be annexed. First, Heber residents should be given the right or have the right to cast their vote when annexation is on the table. I believe the Board should not make the decision on what's best for every Heber resident, this type of decision should be made by it's residents. I feel that if annexation is in the best interest for Heber and the outcome from annexation will provide a better quality of life for the residents, such as schools, parks, retail stores, grocery stores, roads, etc. then go for it. If annexation is in the best interest for the two other cities (El Centro and Calexico), then I would vote NO on annexation. What's important here is what's best for Heber, not the other way around. So, when the time comes and annexation is on a ballot, remember what I posted, thanks. "

" There is no need to bad mouth any of these towns. In reality each one of these towns has it's own problems and including Heber. Why Calexico would want it to be part of the town, who knows. Calexico needs to fix many things first before it takes on a more difficult task, like Heber. For example, The traffic after five feels like San Diego's traffic and why is the new Veterans Memorial Monument in disarray? Why hasn't it been restored? this is not right. "

" As a Calexico resident I'd prefer Heber to go towards El Centro. One main reason is because It's new housing and new shopping outlets are closer to El Centro. We don't need the violence that's going to come with Calexico and Heber together...it would be chaos! Calexico needs to fix it's own problems. Someone mentioned the schools, Yes there's a few new ones here but have they ever considered doing an all girls and all boys jr. high? I think it would benefit Calexico because there is so much distraction from the opposite sex at that age that kids start to fail drastically and this is the stage were we can help them stay focused!! Anyway going back to the subject...yeah, Heber we don't want you. "

It's kind of like that "Get out of Jail Free" card... hold onto it until you need in and then all of a sudden, BAM! There it is! "Heber can't join El Centro because there are more 'white' people there than there are in Calexico." Although I have failed to see the logic in your argument, I'm not at all surprised by it. Thanks for reminding us all where we live and how backward our ways of thinking are! "

" In the end it is up to the residents to decide, but why can't they just stay as their own town? It has it's own unique peronality, that makes it "Heber". I understand they aren't trying to change the way of living, but in the long run budgeting here, rezoning there, will change the town's feel. "

" The majority of the people of Heber and Calexico are of hispanic decent, the city council of Calexico and school board are mostly hispanic where representation of hispanics is these areas are rare in El Centro's it's eastside is not as pretty or desirable as it's westside it's southside ( Heber) would be the same. If y lived in Heber y would have two choices stay in the County or annex to Calexico. "
