Old Calexico armory may become housing

The Calexico City Council is considering converting the National Guard Armory into an apartment complex.
CALEXICO — A developer is proposing to turn the old Calexico Armory site into an apartment complex, triggering protest by some residents who attended a City Council meeting here Tuesday.

Carlsbad-based Chelsea Investment Corp. proposed a 72-unit affordable rental housing project on the armory site and an adjacent public aquatic center at Heber Park.

Both sites are city-owned.

Some residents expressed disapproval at what they claimed was the council’s indifference to recreational needs in the city and the unannounced reversal of its intention to build a much-needed recreation center at the site.

“We are limited because there is no space to practice. We are like orphans,” said Salvador Cuevas, a coach for the Calexico Police Athletic League.

In 2005, Calexico Mayor John Renison, then just a council member, said Calexico was in need of more recreational sites. “You can’t do enough for recreation or things to do,” he told the Imperial Valley Press.

Residents at Tuesday’s council meeting, where the presentation was made, reminded the council of those assurances.

“(In) the city manager’s survey, respondents clearly indicated their desire for a parks and recreation facility,” said Korina Tabarez of the city’s armory committee.

Calexico has 13 parks but no indoor community recreational facilities.

“We are the only ones in the whole county that does not have a recreation center. I think we better get with it,” said resident Margarita P. De Necochea.

City Councilman David Ouzan suggested residents should continue to work with the school district in sharing recreational facilities and appeared to favor an alternate use for the site.

“But I think you should eliminate that armory facility for (recreational use),” he said.

Renison stressed the proposal by Chelsea Investment Corp., which was a major contributor to Renison’s failed 2006 Imperial Irrigation District Division 5 seat campaign, was not a final plan and that more public input was desired.

The city purchased the armory for $180,000 in 2003 with the help of Assemblywoman Bonnie Garcia, R-Cathedral City. Garcia crafted legislation that put the armory on the state’s surplus property roll.

Garcia was not available for comment because she was in China, her chief of staff Dillon Gibbons said.

The cost of the project is estimated at $6.3 million. Chelsea is offering to pay $1.5 million to purchase the armory from the city and apply for tax credits and Proposition 84 funds to help pay for the project.

" Another "pie-in-the-sky" scheme... Time to vote in new blood - with solid, fresh ideas. And I don't mean fountains downtown... When I was a kid, ther only place to go in the summer was the High School gym, if it was open, or the pool. It wasnt really overcrowded either. Why? Because it's too freaking HOT to do anything outside in Calexico from May until October. I come back to town once a year and am embarassed by the condition of the town. The older part of town looks like a slum, boarded up homes, neglect, roads and sidewalks decaying. Wake up, Calexicans! Vote these City CLOWNcilmen OUT! And the CLOWNcilwomen too. "

" Not that senior housing was more important than youth, but sacrificing the playgrounds, basketball courts skating rink and all, at old Neighborhood House was a big mistake. Housing can be built just about anywhere,but places for kids to play within the city are at a premium. Perhaps the 'movers aand shakers' can contact Boys Club or YMCA etc. to come to town. The old Guard grounds are as good a place as any, considering there aren't that may choices. "

" The outdoor parks are fine I think...this is when Mr.Gutierrez is not out by the Gutierrez park telling people to get out of the park! We do need apts but the counsil should focus on getting businessess also. We need tax money from the businessess to do more things. El centro gets a lot more because Calexico is always going for residential areas and not for "different" things. "

" I think Fuentes has been the only fresh voice of the citizens, at least the ones that want to see new things in calexico. Obviously the city can barely keep up with the parks that exist, how are they going to get a indoor recretional center alone. Unless the citizens vote for an increase in taxes, WHERE DOES THE MONEY COME FROM!? Those that seems to have strong opinions and critize the council, should run, there are 3 seats up for grabs. I dare them to get REALLY engaged and not just be whining.. "

They forget their earlier comments and committments to those that matter the most their citizens. We as citizens need to get with the program and elect people that have the best interest's of calexico in mind. It's our fault for electing Renison, Ouzan and Fuentes. " I haven't lived in Calexico since joining the Marine Corps in 1986. I do however visit my relatives there. I'm disgusted at how the city looks and how nothing is being done by the mayor or councilmen. I wrote to the Chamber of Commerce about the city building a Big League Dreams Park ( http://www.bigleaguedreams.com/ ). There are a lot of city in California that own one. Like I said it is City owned and you can have a football field, indoor and outdoor soccer fields, volleyball courts, basketball courts, roller hockey rinks and batting cages, they all have a restaurant that is built in the middle of the park. The people running the city need to stop worrying about businesses and worry more about our future! Kids are our future. "

" You sound like a person who would benefit for building those housing and you also sound like the two councilmen, Renison and Fuentes, who were too eager to have that particular developer build them. After giving them the land and money loans, the city will again be taken and sold out. One can almost see that wink of Fuentes to the developers before going into his political speech about caring for parks. "

" The armory is in a low-visibility area near railroad tracks and isolated by two busy roads (Highway 98 and Imperial Avenue). How are kids suppose to get there? I agree Calexico needs a rec center, but this is not the right place for it. I think the proposed apartments would be the best use of the armory site. The park next to it is underutilized and the site is within walking distance to transit stops and stores, making it a great location for affordable housing. I think the council needs to move full steam ahead and have this housing built. "
