Woman alleges Westmorland officer abused her By SILVIO J. PANTA, Staff Writer

A woman has filed a citizen’s complaint against a Westmorland police officer for alleged misconduct during a traffic stop, a city attorney said Thursday.
Attorney Mitch Driskill, who represents Westmorland, said 26-year-old Diana De Luna alleges, among other things, the unidentified officer mistreated her during the late Dec. 7 stop at F and Main streets.
Driskill explained that, as a matter of procedure, Westmorland Police Chief Fred Beltran will investigate De Luna’s claims as part of his review of her 17-page complaint and present his findings to the Westmorland City Council.
“I expect to have (the report) in several weeks,” Driskill said.
While he declined to release details, Beltran said De Luna’s allegations against the officer are being investigated.
But Beltran said a misdemeanor criminal complaint against De Luna has been filed, reviewed and approved by the Imperial County District Attorney’s Office. He declined to say what allegations De Luna faces.
De Luna’s family members showed up to the Westmorland City Council meeting Wednesday night during the public comment segment where they voiced their concerns.
De Luna said the officer pulled her over for not having registration tags on her license plate.
A driver license, proof of insurance and other information were in the glove box of her 2006 Toyota Rav4 but the officer pulled her by the hair and she was never once asked to get out of her car, De Luna alleged.
Among other allegations De Luna made, she claimed the officer did not have a name tag on his uniform. Her car was impounded, but De Luna later managed to retrieve her vehicle, she said.
“He treated me like a little rag doll,” she said. “I was scared.”
