El Centro woman goes without power

From her candlelit living room, Heather Barrett says she’s worried the state will take away her children because she cannot afford her electiricy bills.
The tears in Heather Barrett’s eyes lit up ever so slightly from the reflection of the candle burning in front of her.

She sat surrounded by darkness at 7 p.m. Thursday with candles, some gas lamps, the burners on her gas stove and a portable heater the only things in her home providing light and heat.

On the couch to her right were her 11-year-old son and 9-year-old daughter, both wearing sweatshirts, both sitting still, listening to their mom describe their way of living.

It was the day after Christmas that Barrett’s electricity was first cut off.

For Barrett, a mother of four who is on a fixed, limited income, the near-$800 power bill was too much. She said she couldn’t afford to pay the bill — she still can’t — and eventually her service from the Imperial Irrigation District was shut off.

She and her kids left the following weekend to stay under a warm roof.

“I came back to check on the house and the power was on,” Barrett, who lives in the 400 block of West Wall Road in Imperial, said.

She returned home with her children, but on Jan. 7 her electricity was again turned off.

She said the electric meter was taken from the home, the electricity was shut off and she was charged an additional $300 for tampering. Her bill now stands at $1,050.12.

“We have no heat, no hot water and no lights,” she said. “And I’m on a fixed income. … I barely have enough to cover the rent.”

Kathy Bretz, general superintendent of business and customer relations for the IID, said in situations like these the customer must pay the bill in full before electricity can be restored.

And in the cases where tampering has been alleged, the IID investigates and gathers evidence before making such claims.

“We have it dead to right,” she said. “People do dispute it, but we give them hard evidence that it was tampered with while they were there.”

Though she could not specifically comment on Barrett’s situation, she said “for the moment” Barrett is out of luck.

She did say Campesinos Unidos is part of the IID’s Emergency Energy Assistance Program and typically helps customers who have been found to have tampered with their meters.

However, she said Campesinos asks that the customer pay $500 before providing assistance. She said Campesinos does not have enough funding to help anyone.

Bretz recommended Barrett remain in contact with Campesinos, who may have funding available in February or March.

Barrett concedes she doesn’t know how the situation got so out of control that she couldn’t afford to pay the electric bill.

She’s still trying to figure that out, but for now, she’s doing it in the cold and in the dark once the sun goes down.

“I just don’t know what to do,” she said. “It’s just scary day to day.”

" I think there is some irresponsibility on behalf of the IV Press with this particular story.
In essence, whoever paid this lady's bill could have been the victim of a scam that this paper endorced by choosing to do a story without adequate background research of the true facts.
It sounds like the reporter in this case may have served this family best by getting the proper authorities involved instead of writing a story that hints for the public to fit the IID bill.

In addition, while I understand that those who have had experience with this family's practices are upset due to their own observances/losses, I have to ask....why haven't any of you done something to help these children to escape from these horrible circumstances? Anybody bother to call the police, CPS, or at least see if there is an open referral/investigation that could use your assistance? Ever thought that these children, and even the little grandchild, have extended family members that DO care, but have their hands tied due to not having anyone to help back up their claims of these children's horror? "

" If I had known then what I know now, I would have reported her to CPS. I used to be a social worker and never in my life did a see a home as filthy as the one that she was evicted from. It was clean, had fresh paint and new carpet before she moved in. The neighbors said that she and her husband slept all day. One of them talked to her about cheating her landlord out of rent. She didn't care. It costs a lot of time and money to evict someone. She uses her kids to answer the door to make you feel more sorry for them. Probably did that to the reporter. " If you talk to her former landlords, you won't feel so sorry for her. She, her husband - did she mention him?, her children and grandchild moved into a home last year and only paid one full months rent. She cost the landlord over $5000 before he was able to get her out. I helped clean the home up. I have never seen anything more disgusting in my life. The toilets had to be replaced, they were so gross. Her children do not deserve to have to live in such filth. She also ran an IID scam on the owner, so he got stuck paying her IID bill. I feel sorry for her children and feel that they would be better off in a safe, clean environment. A neighbor said that she did the same thing to her grandfather. Paying this woman's electric bill has probably helped a short term symptom of a long term disease. Theree umpteen social services programs available for people in these situations (I know, my wife works for the DSS), however, many people find it easier to live off the cash aid for their children than get their own jobs. There has to be some intrinsic motivation for these people to get the help they NEED, not just want. The NEED a job to better their situation,nfortunately, many of them WANT for someone to take care of them. You can't fix that. "

I know that you have to be very far behind in your payments to get your electricity shut off. I also know that if you notify the IID early enough, they will work with you work out a plan. I think this parent is being very irresponsible waiting until the consequences are harsh before taking any action. The children deserve better. I hope that if she is given another chance she will not squander it, but will seek the help she needs in an appropriate manner. Many churches have aid to families with children, including providing food and subsistence help. There are also agencies that work with parents on how best to provide for their children. Many schools have parenting classes that focus on making good choices and making the right decisions, before anything bad happens. "

I too am on a fixed income but have managed some how to keep our power on.I also earn the money I use to support my familiy which is one person less than what Ms.Barrett has. I can't understand how an electric bill could get so high.I would be willing to bet that she went several months without attempting to pay a dime on her bill.IID will work with a person as long as the said person makes an effort even if it is just $20 a month.There is also help through catholic charities.Seems like this person is too lazy to get off her rear and at least work part time.I have no sympathy for a person like that.Hopefully CPS doesn't see this article and take away her kids because they are in an unheated home. :\ "

I have reason to believe that dad and mom are on drugs. These kids eat mostly at school. In regards to hygiene i doubt these kids can take proper showers with no hot water or even wear clean clothes since they have no electricity. Mom has a history with CPS and she really needs to get a hold of the situation and find some kind of employment atleast part time. My son knows the little boy and he says they dont have a car. If she cooperates than good for her if not those kids should be removed. But we can not be rescuing her all the time. She needs to get it together. "

I admire her, not for this reasons, but because she suffers arthritis rehumathoids and supports her child and two grandchildren.She is not content with disability income because it is not enough for the expenses;therefore,she sells avon products despite having problems and pain when writing the orders.We can find opportunities to be able to survive.My sister can have our help, but she can't always depend on us, her siblings. I don't agree with what "mexictodabone" or "wesly" or "jymjunkie" or others have to say because it's usually race related but this is the first time I seen care enough to speak up about any racial postings, play fair and apply it across the board or else remove your own profile! It's bad eenough that the IVP charges 50 cents for three pages of paper. "
