I mean it would only take a matter of seconds for a 180 pound man to pick up and snatch a 55 pound kid and run. And come on, SOME parents lack the parental supervisory skills to be watching their children. Public agencies, stores, and especially schools should be aware of this of these kinds of MONSTERS. Not only aware but know how to take preventive and direct action if a situation were to occur.
