IID takes over the Local Entity

The Imperial Irrigation District will take over the duties of the Local Entity following a unanimous vote by the Board of Directors to do so.

Director Jim Hanks said that he wanted to thank the old Local Entity group.

“There was a lot of hard work and a lot of time they gave,” Hanks said.

The resolution says the IID will follow the same protocols the old Local Entity used as far as soliciting, verifying and mitigating claims, but there is also room for change.

IID attorney Jeff Garber said there are many details that will be worked out in the future, such as where and how meetings will be conducted. Garber said that it would be best for the IID to meet separately from its regular board meetings to discuss mitigation funds.

The first Local Entity was an 11-member panel established in 2003. After a series of issues, it was disbanded and re-made into a five-member panel in 2006. That panel was tasked with handing out funds in order to offset the negative impacts of fallowing. The entity took two years to complete what was supposed to be a 90-day process.

All told, only $3.5 million was disbursed, and it only offset the losses for the 2003-2004 and 2004-2005 fallowing years. The funding for the remaining three years still needs to be disbursed.

All told, the IID will receive $50 million dollars from the San Diego County Water Authority, to be disbursed during the next 15 years, to offset fallowing.

Garber said having the IID take over the duties will allow IID staff to do a lot of the work and free up the board to consider the final decisions. The board also had ratifying powers for the original Local Entity.

In the coming weeks, the IID will be focused on firming up the details before it begins disbursing funds.
