The Imperial Irrigation District Board of Directors has many items to consider today. It will convene in closed session at 8:30 a.m., reconvene in open session at 1 p.m. and hold an electric rate hearing at 5 p.m.

The board’s closed-session agenda consists of 10 items, some of which concerns existing litigation such as the Quantification Settlement Agreement Coordinated Cases and potential litigation regarding the Minute 319 binational negotiations.

The board will continue to discuss the status of General Counsel Jeff Garber. Although he still holds the title of general counsel, officials said he no longer attends closed-session meetings with the Board of Directors, and directors have refused to confirm whether he is still working in the capacity of the position.

The agenda for the open session is substantial.

The board will be asked to approve the IID’s 2013 legislative platform. The legislative platform articulates the IID’s federal and state legislative priorities and guides staff and lobbyists when evaluating legislative proposals.

The IID’s chief financial officer will discuss the financial impact of alternative scenarios to the plan to deliver water to the Salton Sea as part of the IID’s fallowing program. 

The board will vote on a resolution by the water conservation committee about water apportionment. The resolution urges the IID to declare its intention to implement an annual water apportionment plan by July 1.

The electric rate hearing concerns a budget proposal that eliminates the 99-cent per kilowatt-hour subsidy of the electricity base rate and uses the energy cost adjustment overcollection to offset the financial impact on ratepayers. This modification will become effective April 1 if approved.
