It’s a new fiscal year, and the Imperial Irrigation District needs to adopt a budget.

To that end, the district has scheduled a public workshop today to review a draft of the 2013 IID budget.

“He (Chief Financial Officer Greg Broeking) is going to present a reworked budget based on the 0.0099 cents base rate component factored out of the ECA formula,” said IID General Manager Kevin Kelley.

Today’s presentation is yet another budget workshop in recent weeks. Unlike the draft that was unveiled in December, which was based on the assumption of a 1-cent electricity base-rate increase, this version has a different set of assumptions.

“Instead of raising the base rate, we’re recommending revising the ECA (Energy Cost Adjustment) formula, which will have the same impact (on the district) as raising the base rate,” Broeking said.

The base rate funds maintenance and electrical infrastructure. It has not seen an increase in more than 20 years. The ECA is a floating energy cost adjustment rate that fluctuates with the price of fuel. The ECA was fixed for a period of time, and the IID overcollected nearly $38 million in 2011.
