A 34-year-old male was caught pleasuring himself inside a car near 12th Street and West Euclid Avenue on Thursday night.
The man was reportedly in a white vehicle, by himself, wearing glasses and a dark hoodie around 9 p.m., according to El Centro police call logs.
The man was accused by police of indecent exposure later that night.
