IMPERIAL — Water bills caused City Hall to fill when between 60 and 80 residents gathered in protest of their water being cut off.

The situation is ridiculous, said resident Lucy Trujillo, 30. She had to take time off work to head downtown after the babysitter called, saying the water had been shut off.
