The permits allowing the construction of a military and law enforcement training facility in Ocotillo were rescinded by the Imperial County Board of Supervisors Tuesday, marking the beginning of the end to lawsuits filed against the county.

Wind Zero, a proposed 944-acre site that would have included race tracks, shooting ranges, a live-fire training house and lodging, was approved by the board late in 2010 amid opposition from Ocotillo residents, environmentalists and the Quechan Tribe.
