What should the Imperial Irrigation District’s focus be this year?

That a question the board will decide Tuesday as it looks at a proposed action plan for 2012.

General Manager Kevin Kelley is set to present his six-point action plan for the coming year as a way to evaluate not only the general manager’s performance, but also the organization’s effectiveness, according to a memo to the board of directors.

The difference in 2012, Kelley said, is that the board will be called on to make a number of important decisions this year, and the board needs a management response that commits to paper the initiatives the district will work on. The plan assigns time lines to those projects and provides a roadmap to achieving them.

The proposed plan that will be discussed Tuesday includes water right initiatives dealing with issues of on-farm conservation, more reporting on Colorado River water issues, input from the Water Conservation Advisory Board and talk of Salton Sea mitigation. On the energy side there are plans to report on renewable portfolio standards status, discussion of interconnection agreements and the development of a wheeling rate.

Beyond water and energy, the plan also touches on new financial controls, an ethics policy, new procurement policies and procedures to implement the six-point plan.

“These are time-bound issues,” Kelley said. “This six-point plan addresses how management proposes to deal with them.”

Putting an action plan in place will also act as a springboard for a long-term strategic plan. A strategic plan would look further ahead, by five or 10 years, while the action plan would be in place for the year, he said.
