Isn’t there a leash law in El Centro? Countless times I’ve seen small dogs off-leash whether they’re in home yards or at the park. Just recently I was walking my large dog at Bucklin Park on my usual walk, and some small dog ran up to us growling and nipping at us. The owner got up and yelled at us, like it was our fault. My dog was on a leash, tagged with city licenses and well-trained. If something had happened it would be my dog getting blamed, because he’s big. Is there anything I can do to protect myself? — Responsible Dog Owner, El Centro



Clearly the letter writer is doing the responsible thing having his dog on a leash. And clearly, if the police were ever involved, the letter writer would technically be in the right.

Things are never clear and one can never trust that the correct thing will be done.

So we suggest that responsible dog owners know what the El Centro Municipal Code states. Leash laws are basic to almost any city or county anywhere in this country and are covered in the basic areas of codes.

In Section 19-53 of the El Centro Municipal Code, under the heading “Animals,” it says: “It shall be unlawful to bring any dangerous animal into any park, and it shall be unlawful to permit any dog to be in any park unless such dog is on a leash not more than six (6) feet long.”

Heck, we’d write that down on a piece of paper and keep it in our wallet for exchanges just like the letter writer had. It might seem petty, but we’d also call a city official or a cop and report any confrontations like that.

It’s not always the best thing, but it’s the lawful thing to do.
