The City of Brawley recommends adoption of a negative declaration for the below-described project. The Planning Department will accept comments starting 8 AM Thursday October10, 2019 until 5 PM on Friday November 8, 2019, on a proposed negative declaration for the following project: The City of Brawley Climate Action Plan [known here forward as the CAP], associated General Plan Amendments and Infill Strategy establishes strategies for reducing municipal and community-wide greenhouse gas (GHG) emissions. The CAP is a proactive strategy document that enables the City to maintain local control of implementing State direction (AB 32 - the California Global Warming Solutions Act) to reduce GHG emissions to 1990 levels by 2020. NOTICE OF PRELIMINARY DECISION TO ISSUE A RENEWAL TITLE V OPERATING PERMIT (V-3507), TITLE IV ACID RAIN PERMIT, AND AUTHORITY TO CONSTRUCT PERMIT 3507A-1, TO IMPERIAL IRRIGATION DISTRICT, NILAND TURBINE PLANT IN NILAND CALIFORNIA

Pursuant to Rule 900 of Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to issue a renewal Title V and Title IV Operating Permit to Imperial Irrigation District for the Niland Turbine Plant located at 402 Beal Road in Niland, CA. This facility has been determined to be a Title V source due to New Source Performance Standards and it is also subject to comply with the Acid Rain requirements of Title IV, which is consolidated within the Title V Permit. The ICAPCD has also made a preliminary decision to issue Authority to Construct Permit No. 3507A-1. Operating Permit, V-3507 and Authority to Construct Permit No. 3507A-1, will include conditions to ensure that all federal, state and local requirements will be satisfied. The Public has an opportunity to submit comments regarding this proposed decision and request that the ICAPCD hold a Public Hearing. Written comments will be received by the ICAPCD for a period of thirty (30) days after publication of this notice, with the closing date set to be November 10, 2019.
