EL CENTRO — When Calexico City Councilman Raul Ureña appeared at the June 1 El Centro City Council meeting to address critical comments he made last month about this city’s Police Department, it didn’t go as he planned.

Ureña was allowed 4.5 minutes during the public comments portion of the meeting to say his piece. He spent most of that time at the podium insisting that this was not enough time.
