CALEXICO — While there is some hope the tide might be turning in Imperial County’s unemployment rate, the current 16 percent is still the highest in the state of California and by a wide margin.

The state average is 4.1 percent, meaning for every person who is unemployed in the state on a percentage basis, there are four workers in the Imperial Valley who are looking and have not been able to find work.
