ONTARIO, Calif. — A seven-state agreement to conserve Colorado River water to protect levels in Lake Powell and Lake Mead apparently will not be contingent on federal funding for restoration of the Salton Sea.

The Colorado River Board of California voted 8-1 Monday to proceed with a drought contingency plan for the Colorado River.
