EL CENTRO — Despite his nervousness, 17-year-old old Arthur Valencia stood before a crowd of mostly strangers on Thursday and disclosed his past brushes with the law and being placed on probation.

He then went on to explain that for the past six months, he has taken part in programs offered by Rite Track Youth Services that have allowed him to turn his life around.
