Staff with the Mexican Federal Environmental Protection Prosecuting Agency and representatives of nonprofit organizations installed the first two of 10 buoys to physically mark the boundaries of the refuge to protect the vaquita porpoise.

Members of the Department of the Marines and staff with the Museum of the Whale and Sea Shepherd took part in the event.
