The Mex Factor: Someone is to blame, but who?

The most recent California Assessment of Student Performance and Progress test results from the California Department of Education show that Latino students, especially English learners and disadvantaged are not making it in language arts and mathematics.

According to those results, less than 45 percent of Latino students met the minimum standard in English and about 30 percent passed muster in mathematics.
